[#360] Only include changes, not entire report in email notification

Only include changes, not entire report in email notification

Detailed description
It is considered as a problem that Gforge always includes
known stuff into the email notification (here: bug communication
forward to grass-dev mailing list). Since the link is included
at bottom, it is sufficient to only send the new communication
(as RT bugtracker does).

Excerpt from GRASS developers mailing list:

Would it be possible to change that and minimize the
email notification content? Indeed, email notification
is very important.

As there were no action on this report in the GForge site I decided to fix it in our local version.

From now on the tracker only includes the latest comment in the mails it sends -- This very comment by me should generate a mail, which demonstrates the change... :-)

For sake of simplicity I haven't made this configurable, all trackers on wald.intevation.org will use this new behavior.

Please confirm, that the new behavior meets your needs...

I have checked, there was not report, patch or feature request I could find.

Was this ever reported at the GForge site? If so, which bug ID. It continuous to be a problem.

I agree this is a hassle.
Next step: Make a gforge wish about this.
If they do not respond in time, we should see how we can fix this.
