Detailed description
It would be beneficial to update the pre-compiled component to gpgme 1.3.
For this, we need to check that the existing code (and possibly deprecated API calls) still work with the newest version.

Newer versions (>1.1.6) of gpgme need settings in registry for GPG Install Directory "HKLM\Software\GNU\GnuPG" "Install Directory=<install dir>"
You can set it, when setting gpg.exe patch. It's needed when GPG is not installed in "program files/gnu/gnupg"
Also gpgme-w32spawn.exe is needed in <gpg install dir> (it's a part of gpgme).

WinPT works fine with gpgme up to 1.3.0, with 1.3.1 hangs/wait for something occurs when accepting passwords (for sign a file, sign key)
