OSAAS-Logging breaks when DB-connection went away for a short time

Detailed description
When the PostgreSQL-DB goes down for a short time, OSAAS is not able to log any requests anymore.

There must be some sort of reconnection-mechanism to make the service still loggable.

This is a great problem for a production-env, where DB-systems are offline for a short time (e.g. for backup) though.
