Another bug fix release with some usability fixes.

* Some fixes for the GPG environment checking code.
* Remind the size of the Key Manager columns and restore them
  on each startup.
* Fix for a problem for the key edit code when a wrong passphrase
  was comitted.
* A lot of cosmetical changes for the dialogs.
* Add properly UTF8 handling for the dialogs.
