Project Filelist for gpg4win

No actual changes to the buider but the provided installers (see ftp://ftp.gpg4win.org/gpg4win/) feature these updates

GPGol: 
       * Fixed problems related to use on non-admin accounts.

       * Print a warning if used with OL prior to OL2003 SP2.

WinPT: 
       * Directly reload the key after it was received from a
         keyserver.

       * Initialize gettext early as possible to avoid that
         greeting messages are still in English.
