Whenever I try to certify a key using Kleopatra I simply get the message - “An error occurred while trying to certify” “General error”
This was the case both with 3.1.11 and continues to be true with 3.1.12
I have tried uninstalling the application and reinstalling it, but to no avail.
Any suggestions?

the message you are getting can indicate a number of different issues.
Assuming that you are using OpenPGP, did you create or import a private/-public keypair?
Next ist to try the operation on the command line (see

and https://gnupg.org/documentation/manuals/gnupg/OpenPGP-Key-Management.html#index-quick_002dsign_002dkey ) with some diagnostics on, e.g. -v.
