First, please note you should not oppose
commercial and Free Software: http://www.intevation.de/~jan/infos/dont_oppose_commercial_and_free_software.en.html

Free Software GUI Toolkits suitable for both,
Windows and GNU/Linux: Qt, GTK and wxWidgets.

Build environments GNU/Linux: gcc, python
and dozens of others, most come all together
with any standard GNU/Linux distribution CD/DVD.

Build environments Windows on Windows: CygWin, Python.

Build environments Windows on GNU/Linux: MingW32.

There are probably many more in each category,
I listed only those I used to use.

Well, you can get quite a number of
different answers - depending on where you ask.

E.g. for gpg4win most tools are
crosscompiled for Windows using a
Debian GNU/Linux standard system ;-)

This is a good method for software that
is primarily developed on GNU/Linux.
It does not apply e.g. for WinPT which
is a tool dedicated to Windows
operating systems.

If you want to join a developer community
of a certain tool, a good idea is to use
their preferred development environment.

Hi,

I would be interest how "GNU-developer" work? (Like WinPT)
I programmed with Dev-C++ so far (and Delphi). Which is the "best" development environment for Win programs? (Have to be commercial?? Like MS Visual C++?)
Which is the "best" development environment for Linux programs?
Do you habe a recommendation?
Or is it a secret? :)
