The name of the package is https://packages.ubuntu.com/kinetic/kleopatra

Note that Ubuntu packages (just like most GNU/Linux distributions) maybe a bit behind the most recent Gpg4win release, as it takes packager a while to integration the new GnuPG and Kleopatra versions.

According to https://apps.kde.org/de/kleopatra/ the version 3.1.26.230403 from 2023-07-06 is the latest release of Kleopatra. This is the one offered from flatpak (today).

3.1.28 ist the version included in Gpg4win 4.2.0 according to https://gpg4win.org/change-history.html so te once offered by flatpak is not yet the latest.

There is nowadays a Linux AppImage built from the exact sources as the Gpg4win package. It contains Kleopatra and now even Okular.

You can find it under: https://gnupg.org/download/index.html as Linux binary release.

By default it starts Kleopatra. With the -c switch you can either open a command line or start other applications with it.

For example I have a launcher for KDE Kontact to be run in such an AppImage environment. You can do that for any other application.
