could you please tell us more details to narrow down the problem? Interesting would be:
-which version do you use?
-which kind of certificates are you using? OpenPGP or S/MIME?
-what exactly are you doing when you submit the certificates? (how do you try to submit them?)

I recently downloaded the system and received my certificates. However, the system I'm submitting to states "missing BEGIN block." How do I rectify this situation?
