Chinese character corrupted when signed with winpt > 1.3.1

Detailed description
I'd been using winpt 1.3.1 even newer versions were available long ago, because I find winpt after 1.3.1 can not be used to sign Chinese characters.

This is Chinese characters for "China" 中国.
