After Glynn's fixes, no bats are installed on GNU/Linux anymore
expect $GISBASE/bin/nviz.bat. |

This should be fairly easy to fix in the main Makefile:
line 243 - 246, conditionalize upon ${MINGW}
see ${MACOSX_APP} for how to do that in the same
file.
If ${MINGW} do the .bat thing, else the other thing.
