Current version of GDAL, shapelib and proj have problems when they are called with an LC_NUMERIC that uses comma as decimalseperator. See https://wald.intevation.org/tracker/index.php?func=detail&aid=120&group_id=6&atid=105 It is likely that the new OGR module has the same problem. This needs checking.
