It is often necessary to CC from the tracker to an email of no project member, or a mailing list, when a wider consultation is needed.
Currently this is not possible, and the "Send email on all changes" is not an option for some projects - eg. in GRASS project only the ticket submission is forwarded to the list, while all the following discussion is not, to avoid additional traffic, as grass-dev list is pretty high traffic anyway and folks would complain. It is really desired to allow for such an "occasional CC", when an opinion and kowledge of people who do not monitor the trackers is required.
