There is an obvious problem. I have the latest version of GPG/Kleopatra,
even reinstalled it several times.When I click on the icon, nothing happens, get a brief hourglass and
nothing. When I do start it, it hangs on decryption. Sometimes it hangs
during encryption phase. One time it hanged unable to add the name of the
user to encrypt for.Very buggy!!

Can you state which version of Gpg4win you’ve tried it particular?
Assumming you have tried 2.3.4, can you give the upcoming Beta for 3.0.0
