I’m on GPGwin 2.3.3 (or that’s what gpg --version says). Does the new versions contain a right-click menu for symmetric encryption yet?

Yes.
“Encrypt with password” is now an option in the file sign / encrypt dialog.
See attached screencapture.
I’ve killed the gpg-agent between encryption and decryption to show the password based decryption as otherwise the agent would have cached the passphrase.
Sorry for the language mix in the screencapture but I’m using a german system.
btw. you can also combine symmetric encryption with signing and asymmetric encryption, which I find pretty cool
